Qingdao is a city of blocks, brick, and stone. Sidewalks are not poured concrete, for example. Instead, they're made of tiles placed tightly together on a layer of sand or cemented into place.
So, when the time comes to rip up a sidewalk and bury new pipes, they stack up all the tiles to the side and start digging.
