According to the local tourist board, during the evolution of Qingdao, various kinds of temple fairs have come into being, of which the Sugar-coated Fair at the Haiyun Nunnery is the most famous.  The oldest part of the nunnery is over 500 years old.  The fair starts annually on the 16th day of the Lunar New Year and lasts three days.  There are folks arts, performances, and handicrafts.  But the leading attraction, and the namesake of the fair, are the sugar-coated "haws".
Now I've never heard of a "haw" before, so I'm using the literal translation from the Chinese,  which is "Sugar Ball" or "Candy Ball" Festival.

But, if a "haw" means anything like a sugar-coated goodie on a stick, then "haw" is dead-on.
